'substantial changes'

Hi, can anyone confirm if filling in a back side window (drivers side) on a grp ambulance dormobile would class as a 'substantial change' in the eyes of the tax man?
The seals on them need replacing but ultimately I would prefer to get rid of the window, and seeing as finding the right seal is a bit of a palava - seems I might need to take them out to get profile of rubber to obtain replacement - just mulling over my options... One would be to do a cheap quick fibreglass mat cover up until I get the seal, IF I get it, to keep using the van in the meantime. Or spend a bit more time filling it in nice and properly if that doesn't involve registering it as modified and having to pay tax, boooo, or be more patient and directly replace the window with new seals when I eventually track them down and think about modifications further down the line. Cos I want to fit a serving hatch on the other side to turn her into a catering van one day, and then will be business instead of leisure category but until then I wanna enjoy not paying tax...

I can't comment on the tax situation. I would be worth contacting the DVLA on that. What I can suggest is contacting the following to see what they can supply regarding seals :-
