False Bottom Means I can't fit Front Seat...

Hi everyone

I was wondering if this is a normal occurrence in a Bedford CF350, and what people make of it:

When I bought my van a couple of months ago only the driver's seat was bolted in, and the seller gave me two new leather seats he had been planning to put in. I decided not to use the new seats because I had a double seat that I wanted to put in instead. When I looked at the fittings I found a home-made metal box fixed to the floor of the van, which was too narrow and too strange for me to fix the seat to. I took it out and looked under the carpet at the place I wanted to bolt the seat in. To my surprise, there was a square panel of flimsy chipboard, which, when I unscrewed it, revealed an even flimsier bit of rusty metal attached to a wooden frame. Obviously I can't bolt a seat into this piece of weirdness, and I also don't understand why it is there. I wondered if it could be an inspection hatch and if so, whether it needs to be there? Can anybody help? I really want to put the seats in but I don't want to mess anything up. I also have no idea how to undo a replacement bottom.

Thanks for fast reply! It's just a flat piece of metal, no space to put battery or anything. I will post a pic tomorrow eve when I've had a chance to use a camera.

Cheers
